It is a backlink, but not a good one.

You should know this if you are offering 'SEO Services'...

Forum SIGs are counted if you are posting in dofollow forums. Even link in forum posts count, but you should know that each page of a forum has 100s of links :)

Be active on dofollow forums related to your niche. Include keyword rich signature.

Plus, leave the links of your site's pages on related threads.

Very unlikely it will do you much good for "Web Development" There is way to much competition. Forum links can help for low competition keywords, boosting up your "long tail" searches.

For your main words you need much higher quality links.

Links in forums are excellent ways of impressing people with your content and expertise. You might get some traffic and customers that way if you are posting in a forum in your niche and you wow people with your expertise. Also the forum should have a good amount of traffic. Check out quantcast or alexa

This is a bit off topic but I thought I would mention this.

    regards

you dont have to post a thread always and start a new thread only when you have something good and valuable to share or have a question that has not been discussed on the forum before. you can also just reply to a thread which will give you backlinks as well. however, backlinks form forum signature dont count much unless you have thousands and thousands of them

Forum links do count as a backlink on do follow sites. They may not be as high value as a link on an authority site and from what I've heard, if you have to many links from one specific site, it's often discounted anyways.

However, don't forget about the direct traffic and the relationships you can build through forums.
