    I think if you link your credit or debit card to your Paypal, you shouldn't have any problem making payments.

    The only way to do it is through the normal account upgrades page:

    There is no option to pay manually or with any other method.

    Get a contact from another country (preferably US) you trust ABSOLUTELY to buy the Premium Membership for you through Paypal and then return the money through a mode of payment that works between both of you (e.g. wire transfer, Western Union, Skrill/Moneybookers, bank check, bank transfer etc.). This is my last resort when nothing else works.
