In Google is it possible to outrank a site with "sitelinks"... For example Google "vegas".... You will see the top 2 results "www.visitlasvegas.com" and "www.vegas.com" both have "sitelinks".... Im not asking about this key word particularly, but is it possible to outrank a site with "sitelinks" in google???
It is possible to outrank any site. I have sitelinks on some of my phrase returns and sometimes this may be several placements down. So yes is the answer.
Some of my better sites have sitelinks when viewed from the google webmaster, but still not #1 / 2 for the key terms. So when you site outrank those, google will just not show the sitelinks for those sites, but for your site if it is ranked # 1 / 2
definetely..the only problem is how strong in reality is.if you have the time and money to invest then everything can be done.

as I know, only top position (1st and 2nd) place can have sitelinks to outrank them on their main keyword, you need to become the one who ranks on 1st and 2nd position so, right, you can of course, but not expect instantly
Possible, cause there is a lot of chance a site with site link will be visited with its menu links provided on the search result. And Google does it now automatically.
