I've made a payment using the Services option of Paypal and using my own paypal funds.
Is it possible to get my money back by filling a complaint or something like that?

Please share your experience with this kind of thing, i've never done that before and don't know if it's worth to try it.

its depend on what type of product you buy using your paypal.. and also depend on how long you purchase the product.... and also a chargeback can only be done if you fund your paypal using your credit card... but if not using your credit card then its not chargeback.... you setup a dispute which is called paypal reversal....

Well, if someone has cheated you, go ahead and raise the dispute atleast, getting bak or not will be later question.

Well, it would depend on your claim for the dispute and what's the seller's responses are. In the end, Paypal would decide.

If the person (from whom you bought the service) has not given you the service or product you wanted then you can do the charge back and be ready with some good reason why you did this and why PayPal should return you the money. If you satisfy the Paypal then you will win the case and get your money back....

    You can exploit their system.

Just open a dispute "other tangible goods", and you will get your money back 100%, if you have purchased services.

So someone has shafted you then? Maybe you can give a few more details so no-one else has the same misfortune.

But for that, they ask for shipping address and some other details also,so its not easy to open dispute for Tangible goods.

You cannot do a chargeback. You may open a dispue but I don't think you'll be able to win it as you've made the payment as 'Services'.
    - - I don't know if they've updated their policies on this or not.
