Okay, I bought some vb liscenses from someone and they have yet to deliever. They keep on making excuses and so on. I still hold out that they will deliver, but can I do anything? Can paypal do anything - and is there a certain amount of time in which I can file a complaint to recieve my money back?

NOw, but since it was digital goods you purchased, paypal may not refund your money from the person's account that you purchased it from.

But is there a certain amount of time in which it would be too late to put in a claim?

Putting in a claim, even if you never get your money back, is part of the sellers record.
Seller gets enough claims (paypal won't say how many claims trigger this) and their account will be frozen.

    Put in the claim now.....

Who knows, maybe the seller will either agree real quick to pay you back or send you what you paid for.

Make purchases via PayPal with your CC. Then you can dispute. Since they have no sig on file for your card, you win. EVERY TIME!

Using a cc to fund your account to purchase something.
If you dispute, paypal may or may not okay the purchase.
Then you have to go to your cc company and deal with them.
Paypal gets mad if they get a chargeback from a cc, and have a tendency to at once freeze the account.

Not if it is a PayPal CC.
