I want a website that can launch and then control the users computer such as typing things in and alt+tab. The user will fully understand that this is happening and it will only launch 1 program and then use it. The user will have to become a member to be able to use this service.

I don't think it is possible. If it was possible, that would open the flood gates of hacking.

=/ Guess I will have to look into building my own program. The problem is that with PHP the server is the web host and with a program the hosting has to be on either someones computer or I have to buy a dedicated host =/ Any ideas?

Buying a dedicated host won't make a difference as it is still remote to the computer you are trying to control. Besides, this would be a blatant security risk. You could try using Java or browser integrated programs but that will require the user to download or allow a program to run.

yea I don't care if they download or install a program. Would it work with a toolbar maybe? I want all the bandwidth to be consumed through a website host. I think it would make it easier for me. Here is the scenario:
Person A needs something but his computer can't do it.
Person B can do that something for person A

Person B goes and signs up to the website then sets it so that people can connect to his computer.
Person A goes and signs up to the website and searches for a person to connect to. He finds person B randomly and anonymously.
Person B's computer performs a preset function that person A requires. This is something along the lines of a program opening and a few keyboard strokes.
    Person A is happy.
Person B gets compensated with maybe $0.01 or something like that.

It is possible, you'd need client side software installed in order to do it. Is too risky. Even if your project is for legit purposes, even the slightest bug can open those flood gates that someone mentioned earlier.
