If you set minimal bid to 0.003 then ads won't be displayed for most countries. There might be even problems for visitors from CA/AU.
If you are from "tier 4" country and keep getting ads from us at 0.003 minimum then I'd rather expect it to come from your default backfill or from another adnetwork.

Remove delay and minimal bid requirement and then compare stats.

bounce rate is lower then %1
and avarage duration time 12 min

and i do not compare with page views
3k visitors with %1 bounce rate and 12 min duration your stats showing just 700 popunder

Time on site is totally irrelevant. It can be 1 minute, it can be 50 hours. Does not matter at all.
Bounce rate matters slightly, but if you set high minimal bid it won't matter either.

Let's say you have 1000 visitors from US (desktop). Each of them spends 2 hours on your website and browsers 20 subpages. That is 20000 pageviews. 1% bounce rate.
However, you set minimal bid to 0.05(which means that you demand $50 CPM). If you do that, our system will not show a single ad on your website as we do not have any advertisers offering $50 CPM.

I understand your case well, but I would like you to try to understand my explanations too(as so far you just keep repeating about bounce rate and time on site).

3k visitors : more than %50 from usa but say %50 is usa
so there is no advertising for people from usa with 0.3CPM ?
all other network giving that Cpm for indian visitors!! even 1$ is really cheap for USA visitors
i write duration time and bounce rate because they are staying and visiting other page like 15-20 min so it means more popunder for them [delay is 120 ]
i already said : i m from tier 4 country and i m afraid to go my website with mobile because of popunder
so you have advertiser for tier 4 but you dont have for tier 1
is it the answer for we get less stats ?

 

Are you sure about this? Last time I checked it would be:
0.003*1000=3.00
So your minimal CPM is 3.0 USD, not 0.3 USD.
Please tell me which adnetwork pays $3 CPM for Indian traffic, I'd like to sell them a couple million impressions a day.

2nd ticket , 45995 at 18th april 2017, i attach some screenshot from my google analytics account

in every ticket your support always help me in about 24 hour to resolve the issues

and today the automatic weekly withdraw not working again and when i try manually withdraw the same error came again .. i already re-opened ticket 45995 to solve this and i am sure your support team can help me but i need to know how to avoid this error came again because in every ticket your support never give me any details why this is happen and how to avoid it. If your traffic is suspect then you wont be able to withdraw because the detect some fraud.
I made 2 withdraw in a week go through fine.

 

login to your account and click on technical support menu, choose the last answer , and don't forget to read all the notes .. give all information as detail as possible ...

mostly withdraw error cause by our traffic trigger something in their detection system , if you know your traffic is legit ( no traffix echange, etc ) then just send all the analytics detail in the ticket , it will help them to fix it a lot faster .. i usually can withdraw again in about 24 hours after opening ticket

The campaign itself cannot redirect. It seems like some aggressive popup blocker killed your website while our code was opening tabunder.
