Pop-Up Menus?

Does anyone know how I do pop-up menus? I looked at another site's source code and it appears like it may be some kind of java script. Are these scripts database driven? Right now I just have my menu as a php include but I am getting way too many pages to just list them. This probably isn't the best way to do this but it was something I knew so I was able to make it work.

Can anyone point me in the right direction on how I can learn to do this? Basically I am looking for a Pop-Up menu on mouse-over of "Services" for example and then there may be 10 pages under "Services" then "Original Articles" may have 10 links on that pop-up etc.

This site has tons of different fly-out/pop-up menus:

Just javascript and CSS for the most part, very easy to implement.
