I had observed that out of 50 post on first page we always have 10% or more thread about asking same thing again and again. for example 1) Why I can't create thread? 2) How to get likes? What is Likes? 3) How can I become established? though we already have few sticky thread and great help section which explain everything but people ain't getting time to read them & have time to open new thread so my suggestion is here When new member register and login first time They should get a pop-up where one or all necessary links (2-4 max) should be there with a message "To understand forum better and how you can earn money and get more knowledge must read this all threads First" The popup should not have close option, they must have to visit link I think it's not difficult and time consuming for you @digitalpoint as you had previously set that video popup. Note: It's my personal suggestion to reduce task of admin, mods and other valuable members the final decision only admin can take.
and they still ignore it or may be they are blind. but once you should force them to read rules in any way and see what happens
If they don't read the notice already at the top of every page, how exactly do you think we can force them to read?

Considering it already says what the issue is on EVERY page without going to a help page, what makes you think they would read it if you force them to go to a help page that already says what is on every page?
There is a way to “force” new users to read help. I hope what I suggest somehow helps to stop them from creating the same threads over and over. Before a user registers an account, we make him/her check off an agreement that says 'I have read the help section thoroughly. If I have a query at any point of time, I will first refer the help section and use search to find out the answer. ONLY in case if I still don't find what I am looking for, I will create a thread in the Feedback n Support. If I do otherwise, I am liable to receive infraction points for it.' We not only make new users tick this statement, but ACTUALLY give them a heavy infraction if they create a thread for a question that's already answered in Help/Feedback&Support.
Pretty sure that's not going to make them read it... I mean did YOU read the terms and rules that you had to check the box saying you read it when you registered?
Not really. But maybe if this rule is put in bold letters, a bigger font size and in an attention tag (red color), chances are people will read it.
People don't like reading stuff. The shorter the better. No, no they don't need no popups. On top of that English is not the first language for a vast majority of people on this forum. Make it simple, make it easy and then teach people as they go. And I think that's exactly what the owner has been doing.
