    i don't think so, popunder.ru is famous for trojans , google won't tolerate it.

    No, you can't use pop ups and pop unders together with Adsense. It is against the Adsense TOS. If you want to use CPM ads on your website then don't use Adsense. It will get your website banned when they review your website.
