The minimum CPC bid is not a benchmark... It doesn't mean anything You minimum CPC is what? 0.20 - 0.50 so that means your bidding 0.40 - $1 per click. You will not get any impressions or clicks with such a low bid in such a competitive market
Google is basically saying your landing page is not very good if your initial min CPC was set to poor. Initial min CPC is based solely on landing page, and then CTR takes over. If you have never received 1 impression then its mostly landing page... But your still not bidding high enough anyway to even get an impression.
