    Above the fold is this a policy violation? By pushing content below the fold?

    Can you put two 336x280 ads side by side horizontally or is this against terms too?

    its totally OK. I think you will not face any kind of problem regarding these. Placement is totally OK. but don't use more than 3 units per page.
