I've created a free Pointillism Photoshop Action.

You can download it here: https://www.adrive.com/public/JGfr26/Pointillism Art.atn

If you use Photoshop but feel unsure about using Actions I wrote a basic post about it: How to Use Photoshop Actions

I like this on landscapes. It looks best if you start with an image a minimum of 1500 x 1500 pixels.

    Here's my original:

    Here's the after image:

I would especially appreciate any feedback.

I know it's kind of a simple one, but otherwise what do you think?

    Thank you!:)

It just looks like colored noise - AFAIK the way a pointillist painting is made is by applying precise points of color over a white canvas.
However I have never met anyone that used this technique.

I don't believe there's even a consensus on the pointillist technique since artists like Van Gogh and Pissaro used the pointillist technique to paint impressionist inspired paintings white Seurat famous painting leans more towards a realist technique.

A filter would need to cover multiple artists since this :

    Looks nothing like this :

In theory I don't believe it's even possible to take a photo , apply one repetitive set of actions and get a pointillist painting. To achieve a pointillist technique you would probably have to digitally paint the image by hand.

I've saw illustrators who use something similar (not exactly but there are always few ways to get the same result in Photoshop) - for example, those who create illustrated maps.
I think the tool is useful for creative illustrators, who are actually more artists than illustrators. Rebecca, nice job. )
