I plan to start a podcast site ... but i will also cast some songs from movies/jokes etc... is tat legal... or shud i get rights for those....
you'd better discuss that topic with the owners of the sites from which you want to "borrow" content or files.

Music copyrights are handled by ASCAP, BMI and SESAC. Usually it's a fee for their whole catalog...actually I haven't dealt with them for ages so I shouldn't say how it is now. Bars pay them to have a jukebox, DJ's pay fees. I once played in a band at an amusement park and we had limit our songs to BMI because management didn't want to pay ASCAP fees. High profile podcasts such as talk radio shows strip the music out of their programming to avoid the cost. I don't think many little guys have felt the heat about it yet, but you do risk a copyright infringement if you don't pay the piper...or at least the piper's copyright management company.
