Can you PM people to ask them if they would like your Facebook page or is this against the rules of FB?

FB doesnt matters, but it would be considered as SPAM here. So, better don't do it.

Yes, just to be clear, I meant PMing someone on Facebook from my Facebook account! So it wouldnt be considered spam and I'd be allowed message people?

no it's spam you will have someone who will report you and you will lose your account and maybe your page, it's just not worth it.

Best thing to do is find a awesome picture or story to post on you fan page then share it to your personal or friends timeline. If your content is really nice, people will share and like your page.

this is a good method then use a exchange site to share your facebook post, also use fake accounts with load of friends to get more traffic.

People on facebook often fall in misconception when you give them any type of link. They prefer reporting your message (maybe your profile or page) as spam rather than opening your link and liking the page. So, it's better to avoid that stuff (If you're concerned about your profile or page).

I do not trust these type of sites. I have had bad experiences with them in the past.
