It seems pretty clear to me - they cannot verify you own the domain. You either have private domain registration or the whois information does not match the information you gave google. Change the whois information of the domain to match what you gave google.
You should try use Google other service like Webmaster Tools or Google Analytics and verify your website there before applying for Google Adsense using the same email . I got accepted even though I masked my Whois information.
Its simple Updated your Domain Administrative E-mail addresses. Update it with e-mail that you used to sign up adsense. Once done. provide your New Whois Detail and Re-apply. I have a squeaky clean site that I submit for any kind of applications I make (i.e., for affiliate marketing, for contextual advertising, for forums, etc.). This site has all the whois information, is WH to the max, full of orig. content, etc. etc. etc. You may want to set up and maintain such a site for this and future applications.
Just get a blogger account and create a mini blog and apply that way. Make sure its a meaningful blog though. It should nt merelybe created to get an account.
