I'm not a SEO Guru at all or I would maybe have enough money for my own boat by now. The way you are asking it sounds to me like you are asking for a source where you can spam. Every blog that is theme related to your site will be a good source for you to leave a comment as long as you are not trying to spam. Blogs with the nofollow tag on links will still be good for getting some traffic to your site and the harder to find blogs with keywordluv plugin or enabled follow links will work also for your PR. Just remember, spamming isn't appreciated in non of any blogs or forums and the blog admins most likely will delete your comments if it sounds spammy to them. So don't waste your time. Create a blog on your own site if you can maintain it. If you are asking about forums and blogs where you can post 'links', you can look for any list of dofollow forums or dofollow blogs. Here is a list of lists.
