It's a scam, ignore it. I'm guessing this email was unsolicited? If your website has something that would be useful to other countries/languages, why not translate the whole thing (or the relevant parts), rather than annoying people by having a single, useless page turn up that (may or may not) rank for some obscure keyword in their language?
