    yes bro, i am not an expert but as much as i know the promotion starts with submitting your site to google, yahoo and dmoz search engines, and then submitting the website to directories, social bookmarking with services like digg, stumbleupon, twitter and others also submitting your rss feeds (if you have it enabled) to rss directories, further more apply for adsense if you currently dont have an account and ofcourse you can go for paid advertisement like adwords and other ad companies, you can use pay 2 blog to generate a buzz for your site in your related niche, you can post on related blogs and forums to get backlinks from them... i guess that is pretty much it ...

    submit your site to thousand of free directory to get some traffic and increase your page rank.
    submit your site to topmost search engines.
    post in forums with same type of your websites and put your site link in your signature with attractive words. its help to increase traffic.
    post articales in many blogs.

    Usually Mobile Sites have to be popular as word of mouth.
    Dude provide intense mobile material eveything that relates mobile.
    And keep your MOB Website Simple and dont embed too much graphics.
    Create a blog of your site,thats really important
    Drive traffic by advertising on other mobile sites
