What content did you want to upload on the server and what will be its size?. If just the file for sharing you can use the sites like rapidshare,, hotfile etc. For file hosting on private server buy VPS form some company.
If you like to use server for hosting. I recommend to hire server from hosting provider. They also have a promotion after you hire a dedicate server 3 years. It'll be your own server.

Any server in US will do, Hotfile and 90% other File Hosting servers are colocated in US. Try finding a server with bulk bandwidth allocation (depending on your usage, but I believe around 2-4 TB should suffice) and at least 100 Mbps ethernet port or 1 GigE to be perfect (doesn't need to be inside premium network, it will cost you a lot more).
