    I really don't know if this is right section to post this question but related to link development so I chose this.

    <a rel="follow" href="http://www.something.com" rel="nofollow">Something</a>

    is this follow or no follow link

    Nofollow. No matter what else is in there if there is a nofollow it's not going to count.

    In "a href" you do not have to specifically tell the search engine to follow it, when the SE will read the page it will follow the link in "a href". In case you do not want the link to be read then only you use nofollow in "a href"......
