Pligg Top Frame?

    I want to make a tutorial site with Pligg.

    I want a plugin so that when someone clicks the link to leave the site it puts a frame at the top, with rate etc, like a tutorial site.

    Does anyone know of one? or give me a quote on how much it will be to code.

    I also need a box on the main page with Featured tutorials, and a section in the admin panel where I can feature them.

    Hopefully it wont cost much, as they are just simple tweaks.
