    In Access 2007 it is under Database Tools -> Relationships - dont have any older versions of access installed to say about previous ones.

    I think this is how you do it;

    Create two tables in access, then go to tools > relationships click add to both of the tables, then drag from one primary key, to the field that you want to be the foreign key in the second table.
