    I believe Google does track your IP when you sign in.

    Google does save your details when you signup and mainly when you get your first site approved by them.
    U can also see google telling you to sign a contract/agreement when your first site is approved and also also mention that your computer and your information has been saved.

    I would advise you to signup from a different IP and computer. Just to be safe.
