    You don't set robots.txt in WMT!
    You should rewrite in a text editor and uplode to your hosting service! After that your waiting, google will index your site and notice these new statements!

    Yes create the Robot.txt file & place on your Root Directory.
    You can test it on Google Webmaster tools. Go to Site Configuration > Crawler Access.
