Are the 700 backlinks low quality?

Since it's PR0 it has been updated at least once. The next PR update will hopefully come soon though.

PR depends on lots of other things as well as incoming links - is your content good quality and unique? Are the ICL of good quality from themed sites? How long is apiece of string?

I wouldn't worry too much about PR unless you're thinking of selling links on your site.
The PR won't have much affect on your traffic.

Until Google decides to update the toolbar, you have to wait. A PR update is long overdue, but we can't do anything about it.

If Google doesn't want to update PR, we can't do anything about it. :).

Who are your backlinks? It's not actually only the numbers that count but moreso on the relevance and the weight of the backlinks you have.
Meaning, are your backlinks have enough backlinks that would give them decent rankings.

To improved PR its not about the quantity of links, its about the quality. Maybe the links are low quality or there could be other reason.

Depends on Google's update on PR, just continue building quality links.
