You should advertise on webmaster sites and forums. But why would you advertise instead of SEO. You need to optimize your site for a better position. I could tale you a lot of things, but it takes too long. So, invest your money in SEO. That's my opinion.
first invest lots of money in making your site professional and good for search engines. i see lots of s/w company websites which are not soo professional. PTC is wonderful way to advertise your business. I idea is to advertise your business in digg.com, techcrunch.com, facebook. It really helps you.
First of all, make a good SEO and start link building. You can also try make some promo videos and upload it in video sharing portals like youtube, when go to forum related to your services and start posting with link to your company website. You can also try to make comments on blogs related to you services too.
Visit several software and webmaster forums and advertise any of those where you are allowed. Build quality links from software related blogs and directories. Once you start getting some clients take as much as possible of the profit and build a solid PPC program through Adwords and other type programs. Also do not under estimate local fliers for advertising. Side note: If you still need a good domain name, I have one that would fit nice for cheap.

Some would say that is a lot, some would say that isnt much. My monthly budget for the site was 15 dollars and the traffic was highly targeted. You have to advertise where your niche market is. So first you have to decide where they are.
