For a 2nd hand server I regularly see 2-3 year old, Supermicro,1U server with 2xL5640 (24 Logical cores) and 24GB ram for around $300-$400 mark. These will outperfom both of the specs you mention. You'll have to fit your own drives, but drives are cheap. The first one only has a max ram of 32GB which is pretty poor. You're more likely to find it easier to get parts and spares for the HP than the IBM so I'd go for the HP. Both of them might last 3 more years, but they'll be seriously out-of-date by then.

In addition, 77% voted for the IBM and 69% voted for the HP. So it’s very close battle.
Another solution might be to see what Bargain bin dedicated servers are available from some hosts. You might be able to find something more affordable and with better technology. Generally, look on a hosts dedicated server page at their website and see if they have a link for dedicated servers that are priced well below market costs.
