Not a bad design but the color choice is poor (color plays an important role in web designing). Use a color wheel next time and do some research on browser-safe colors.
I m confused, what I say, it is good or bad, I think its so so and according to me its a contact page not home page, I do work as a site maintainer, many times I give advise to my web designer its not good do like this don't do this. Now your number if you are a fresher in web designing so its good design but many things are not here. If you wanna improve your designing, I have an advise when you get any project, any theme related then firstly review Top 20 websites related to same theme. See there designs there coding and take idea from their. Don't do duplicate just copy and paste, take only idea from them. Good luck for your future . . .

overall, i like that design, however, definately not a huge fan of the color scheme, a more neutral color scheme would make it ace.
It's a little bright. Ok, it's a lot bright. Having been there myself though (brighter is better) and not having the slightest sense of colour matching, know that there are resources out there that can provide you with colour schemes. Check out kuler.adobe.com - easy to use and it will have a huge impact on your work.
The colors really do clash. I think some pastels would look better. I guess it matters too what type of site it is. Gaming sites you expect to have bright colors.
