That's Vietamese I think. It's his language. As for the site, it has way too many forums. Why not condense them to a few categories when they get enough posts, then make a seperate forum for it?
The design is a bit plain.. I think the upper area is too separated from the area below.. and your forum skin needs a customized logo design
if you want to advertise vietnamese language courses, visit language-pod.com. they have an affilliate program that pays out 50% per sale (so basically you'd get $12 for each sale off your site----sure beats adsense).
