The forum looks great, the logo, the theme, and the color scheme looks nice. But I think you should change the color of the font in the Notices section to black it's somewhat difficult to read.
The forum is nicely designed especially the use of colors. The banner, layout everything looks great. It will have a lot of potential if you promote it well.
As far as promoting I am working on that now. I am learning as I go, but I am not very good at it yet.
