The header could use some enhancement and the whole design honestly is not appealing to the eye. Maybe a Web 2.o style approach?

The bars on either side of the page need a different background colour i am talking about the wavy blue colour. Also the main background is also a bit plain. You can easily edit the header in photoshop and make it more appealing if you don't have it you should be able to download it for free from download.com or even just in the search type free photoshop download should come up with something.

Hi, some suggestions for you, take them or leave them:

    - In general it looks a little 'powerpoint' like. Which kinda means that it's all templates that came out of a microsoft product. It needs something a little more original.
    - I would balance the size of the columns, the left column is larger than the right.
    - Too hard to see the links on the left, or too hard to read them anyway.
    - I would pull the blue background outside the content area, perhaps a light gray, or even white. It's a little too heavy on the page, but I love white space.
    - You have alot of white space in your HTML, i'm not sure if you are penalised for this by any spiders, but at a minimum it makes your page size bigger than it needs to be
    - I actually like the text size, which is strange for me as I normally go for smaller font sizes, but it works with the serif style font.
    - You can't see the difference between the main menu and the article index, the left nav looks like one big menu with a gap.

I guess most importantly without reading through the site there is nothing that tells me quickly what this site is for, i know it's the home of the frugal wizard, but who is that and why does he need a home? If you get my drift.

    Thanks

    Jay

A change of font might improve things. Might look a bit more... stylish?

The green looks "off". I would change your header design to a dark green and your font colors on the right to white.

I guess unless you know what the word frugal means, it would be hard to understand, I did put a description in the first paragraph of the page.

Thanks for all the suggestions so far, any suggestions for traffic?
