    An easy method would be to use Google Translate @ http://translate.google.com/. If you want to localize your website, it is not a trivial process.

    Drupal offers language localization, though that cms can be difficult to deal with initially.

    Yeap, the easiest way is put the google translate gadget on your page.
    But if you are running joomla, you can use joomfish for localization.
