recently i sold couple of products to a person in states.

he filed chargebacks with the paypal due to some reason.

He won the chargebacks and the money was transferred back to him

but today after almost 2 months, I got an issue in my paypal account which
    says -

    Counter-claim received from card-issuer

The case is being reviewed by Paypal

    what does this mean ?
even if the funds were transferred back to him, why is this back?
I already faced huge losses in the first chargeback then what is this now?
I am kind of scared !
    please help me out

following is the status of the dispute :
    29-May-2008 PayPal Case under review
    29-May-2008 PayPal Counter-claim received from card-issuer
22-May-2008 PayPal No funds transferred from seller's account
    22-May-2008 PayPal Chargeback disputed
22-May-2008 PayPal Email sent to seller
    22-May-2008 PayPal Case under review

This must be a new charge back for some other transaction , Can you please check the old charged back amount with this one ? - this will identify the transaction!

    hello all my friends here........

thank you very much for your valuable suggesstions.

I called paypal call centre today and the person told me the following thing ------

" He said the previous chargeback transfers funds to the credit card company.
And paypal defends its sellers by filing a case with credit card company for the funds.
Now in 3 months, the card company will decide weather to send the funds back to seller
    or give to buyer. "

I even asked him if I will be charged something more extra than the funds charged back previously.
He said it is only about the funds previously transferred and I will not be charged again for anything !!!!!!!

Now what !!!!! IS the luck on my side? ???

I think you're about what a charge back is opposed to a dispute within Paypal. A charge back would have been initiated by the users credit card company and had nothing to do with Paypal. Credit card company's almost always side with their customer so they got their funds back and Paypal had no choice but to take the funds from your paypal account to compensate for this. The user did no real interaction with Paypal. You'll also find you had a fee attached to your account which would be a charge back fee which merchants charge.

Paypal in turn decided to dispute the claim by the buyer on your behalf in an attempt to get the funds back. It is highly unlikely you'll get them back so I'd consider it a loss at this point.

For the few who will say you shouldn't have dealt with Paypal. Well as someone with a merchant account I can tell you the same sort of ridiculous charge backs happen outside of Paypal as well. Welcome to credit cards where if a user wants to charge back they will almost always win no matter what.

If this is the case then It is not too hard to earn on internet by fraud.

I paid price for being loyal to my customers requirements.

I read all the paypal policies and details last night.
I spent almost 2 hours on that but what i learned was really helpful.

the policies say that it takes around 75 days for a proper output.
in addition, the policies itself states that chargebacks are really worst and many sellers
have experienced huge losses. but nothing can be done on it cuz the credit card association
has made strict laws against their customers chargebacks.

they further add: The creditcard companies always stand with their customers and protect them
no matter what who is correct or who is a fraud.

Paypal suffers losses cuz their commissions are waived during these chargebacks. Hence paypal protect its
users and sellers by filing cases against such chargebacks.

conclusion: the creditcard companies sucks for sellers
and if you follow all rules and guidelines on paypal, the paypal will stand with you always.

Lets see now what happens to my funds !!
