Perhaps your keywords is not relevant to your site. Try to do more keyword analysis and choose the ones that suits in your business. And also, increase your CPC (bids) to reach your positions.
If your minimum bid was high from the start, the problem was probably your landing page. It's possible that Google doesn't think it's relevant, but it's more likely that you're breaking (or stretching) one of Google's guidelines. Here's Google's recommendations on what your site should look like: http://adwords.google.com/support/bin/answer.py?answer=46675&query=guidelines&topic=&type=f&onClick=
Custard knows what hes talking about. Also have a disclaimer and privacy policy at the bottom, I've split tested it and it helps a lot
My CTR is good, about 3.5% on average and my conversion rate is high, about 5%. Clearly people are finding the page relevant. I have no idea why my quality score is so low.
If everything is relevant and connected, but you still have poor quality score, then something is wrong... Don't ask what, because I won't be able to answer
I've contacted google on this matter and they said they are going to have to have a specialist look at it and get back to me....
