the ad placement seems ok to me, you could try adding up to 3 adlink block and an adsense search in order to optimize your earning. Other than that, traffic is the key, even with a low CTR you can earn good with traffic. Maybe not easy with such a niche blog-site as yours on PHPproxy, especially because your audience is too internet savvy to click on adsense. the best niches for CTR are those for a non technical audience.
