    Please help,
The database has failed to connect because you do not have permission to connect to the server. Please confirm the values entered in the 'includes/config.php' file.

Easy. Your config.php file has the wrong user info like the wrong user name or password.

it could also be when you added the user to the database you didnt give the user permissions to use it.

if the config.php is correct go and remove the user from the database & then re-add it making sure you give it full permissions to use the database

Check whether database user has all privileges and add user to that database.

Don't do that, lol. It's simple. Double check your information and, if you need to give a sample, show us the fields that need to be entered. Chances are you had bad data entry or may be confused with prefixes, e.g. accountname_databaseadminname is sometimes the way you input the admin db user name.

Would you have some permission to access the database? If you do not, you would need to do that in order to be able to go on the database.
