Usually restricted robots.txt is not a concern. It just means there are some pages, such as "Admin" pages you don't want Google to crawl or indexed. But if you really concern, you can edit your robots.txt file so Google will start crawling those pages again.

That file is located in your root directory. For instance, if your domain name is "www.some_domain_name.com", your robots.txt file will be located at "www.some_domain_name.com/robots.txt"

Then, edit the file and change it to:

    User-agent: *
    Allow: /

    Code (markup):
That way, none of your page will be restricted.

You can transfer your blogspot to a domain so you can edit the robots.txt.
