i bought some in the links sales and some sigs too. and some directory posts. cant' hurt to try some.
i strongly suggest you to read the sticky thread on this forum. it's a great start point for beginners
Add your link to a few directory's, do link exchanges and *maybe* just invest a little bit in adwords/whatever. Also, post around on forums and use a link in your signature - very helpful if you have a low budget.
The best way to create links is ofcourse by having content good enough to draw natural backlinks i..e readers linking to a page because they find the info useful enough to share with their readers.
I'll agree that CONTENT is the key! If you do not have the content, the only links you'll get to your pages are the links that you create. So in the long run it's far easier to push out some quality content with only a handful of links. Those links should multiply themselves.
