I think the first thing you need to do is to PM a moderator to move your thread to the correct forum. There are many ways to promote, I found quite a good list, you may try submitting to http://www.addurl.nu it has quite a lot of directories for submission. Secondly network to find similar blogs, exchange links with each other. Submit to Google, Yahoo and MSN is a must of course. Payment to promote your site does not seem worth the cost unless you have really built a content rich blog which is capable of attracting eyeballs back again and again to your blogs.
