    The toolbar you are showing is part of the IP.Board forum software....if thats what you're asking?

    Is your blog a free hosted one (like www.yourblogname.wordpress.com) or have you hosted it on your own domain (like www.yourblogname.com).

    If you have hosted it on your own domain at it's a wordpress blog, just search for wordpress themes and then look around for one that closely resembles what you want at the top menu bar. Then implement it on your blog.

    Its hard to understand your question. Do you want your menu to look like the one on above picture? Is your script custom made or freely available(like wordpress)? Its wasy to make manu like this but need to know what is your software.
