Hi john_eve, please don't worry. I heard about this last year and it seems that there have been many such blogs that were falsely detected as spam! Okay, here is the solution from one of the Google's Employ to your issue: http://www.google.com/support/forum/p/blogger/thread?tid=33fc69199fb4214a&hl=en. All the best!
I think you need to forget it. I have lost 2 blogs which are no way a spam blog. Even after request, I have not recovered my blogs.
You set up a blogspot blog with SEO in the name. You were most likely using it for link building or monetization only without providing quality content. That's spamming, and you get removed for that kind of behavior.
I think this might be true.. actually by link building, selling / buying links w/o reporting them to Google, providing information about these issues to the public and so on might hurt Blogger.com's TOS and I thoroughly understand why Google does not like it. Did not you consider to start a WordPress blog?
