Please help me !

    Almost 1 year ago i have a blogger site and i tried to monetize that with adsense but adsense did not approve my request, but now i have bought a new domain which has PR 3, and that domain is working on that previous blogspot one ( means i am running the same site with different domain ), please tell me that should i apply for adsense now ?

    Please help me out.

    should you don't register with the blogs that have been rejected by adsense
    because it would be rejected again

    this would not work ..just changing domain name will not help you in getting approved account ..

    Create an entirely new site rich in (legal and legitimate) informative and original content and completely unrelated to the blogspot stuff. After you've built up some decent traffic, apply to adsense.

    When your website get rejected,what was the reason Adsense people gave to you? Did they mention regarding quality guidelines?
    If so, you have only changed website domain but the content remains the same so in my opinion it will not get adsence approval. But you can only know this by applying to Adsense. So why hesitate just for the rejection try for once.
    IF you got rejection again follow Google Adsense Guidlines: https://www.google.com/adsense/support/bin/answer.py?hl=en&answer=48182 and design and develop a new website and after six month apply for the Adsense.

    there must be some problem with the content on ur site/blog so it was not approved by adsense but then if u want an adsense account try correcting ur blog/site according to the adsense TOS and apply from a different system you have tried before cos u need a ip change and then a different payee name and address

    Go ahead. Rejected and banned is different
    if you was rejected, just mean that your blog is not fulfill adsense requirement, you can re-apply once you correct/improve it
    For the banned is different story, banned mean that your blog was black listed

    Your current blog posts are spammy, and the quality is too low.

    here are a few steps you should take before applying to adsense,
    1) convert your blog to wordpress (self hosted), blogspot ones are just getting rejected and yours is still running on blogspot, having a domain does not change much.
    2) Post some very high quality and unique articles before you apply, somehow those recent, high quality posts might affect your approval positively.
    3) If your domain is not too old, then wait. let a year or so pass, and then apply. old blogs gets preference.
    4) Getting approval is nothing if you do not have unique content and quality traffic, so keep adding quality content and keep building good links.
