    This is my stat.I got 268 clicks but no lead.I am running only pay per lead programs.

    Please help me what to do now.

    to help you, we need more information, like where your traffic is coming from and what are the keywords, you want to make sure the traffic you have coming in is in a ready to "buy" or in your case, "submit".

    Ouch - I don't really concentrate on pay per lead but I'd check the landing page(s) at the merchant's site. See if you'd want to sign up to whatever it is, and ensure that there aren't ways that the merchant diverts users to sign up by phone or something....check the merchant's EPC on the advertiser details page to to see if they've got a generally low EPC rate - if so, try to find a similar merchant with a better EPC.
