It's not a CSS issue. The background is an image (http://allaboutthephilippines.com/wp-content/uploads/2012/02/sample-background.gif). The image has that grey strip at the top of it. You would need to open that image in Photoshop or Gimp (or whatever), remove or crop that part out, and then reupload it where it goes.
Okay mate, I have now removed the gray strip. But my required output was not met. Please see again my site, mate. Thanks a lot for your input, I really appreciate it.
I see that the top of the site DID move up to cover the area where the grey strip was. So you are on the right track. If you want it to be flush, you just need to trim the black area a little to meet your needs. Just eyeballing it, it looks like about 30px of space to crop out from the top of that image.
