Firstly, you need to remove the TOS link from the TOP menu. To do that, create a custom menu from Appearance> Menus in your Admin Panel. Next, create a new custom menu by clicking on +, give it a name and click on create menu. Now, select the pages you wish to include to the menu, except the ones you don't wish to include (TOS Page) and click Add to Menu. Now, under Theme Locations, select the menu you created just now under the Primary/Secondary (as per your theme) menu and click save. The menu won't show that page now. Now, you just need to include the TOS page in your footer using the link attribute (a href). OR (If your theme doesn't supports menu) If your theme doesn't supports custom menus (however most themes do), follow these steps: Download and Install the plugin called - Exclude Pages from ​wordpress. org/extend/plugins/exclude-pages/ Now, edit the TOS page and Unchek the Box called include this page in menus.
