dont use vcc in usa. It is risky. My suggession is - no need to change anything. Verfiy your account with virtual usa bank account. PP will not limited you. But if you use vcc PayPal can limited you. If you want virtual usa bank account, I can help you. you can PM me
jst add a vcc to verify the accnt . then use it like usual . or if u r from usa or uk and want to increase the limit den buy a address proof along. easy
You could purchase a PrePaid card which is exactly like a debit card, a 13 year old can even apply for them. However, they do have fees which is the downside but it will get your address verified.

loll, there is a good (legal)remedy. that cost you nothing. U can try If U have just an ordinary bank account with ordinary debit card. I donno if U get this in US cas ur 17.
But many website worry about that, if you cancel the order after payment, the money will return to your account, and they can not get the money~ So they don't accpet the condition of ordering something by others' Paypal account.
