Not sure if such plugin exist but it is possible if your will create your own page/post template. You just need to make the drop down and do the redirection depending on what the user chose.
drop down box? isnt it? infact you dont need plugin for this. you can use drop down select with widgets in wordpress. create widget and you will see an option.
