    For the face, in Photoshop > just copy the entire pic to a new layer, and brighten it HEAPS. Then use a big soft eraser to get rid of the rest of the picture, leaving only the face. Then adjust opacity to make it look kinda natural.

    Extreme example:

    You can probably do something very similar using GIMP. :)

    For the skyscraper photo it should be easy by playing with the levels in photoshop.
