First of all... You first need to have a website if you want to join any pay per lead program - and for that you need to join affiliate networks such as CJ etc. In CJ there are many attractive pay per lead program available. hope it helps...
Sign up for an account with CJ.com, select a niche/product you're interested in, then try promoting it by using article marketing, social (facebook, twitter) or anything that product allows. Good luck
If you can upload files and share them on public forums then try wupload, filesonic, uploadstation etc, many are making a lot with file hosting site's affiliate programs with no website or any other requirements.
